By-laws and Tournament Rules

1.      All Panhandle Bass Angler members must show good sportsmanship, courtesy, and a high standard of ethics at all PBA functions and events.

2.      Officers of the PBA reserve the right to refuse membership or tournament entries to anyone, including all tournaments operated by the PBA. Officers are the President, Vice President, Secretary, and Treasurer.

3.      Non PBA members are allowed to fish one club tournament to decide if they like the club and the tournament format. They will be required to join the club if they would like to fish any others. That includes any non-members that have fished club tournaments in the past. Past club members are required to be a current member to fish club tournaments.

4.      Membership dues are $40.00 a year per family. $20.00 of that will go to the National B.A.S.S. Federation and $8.00 will go to the Idaho State Federation. The remainder will go into the club’s account. Children 17 & under are included in a family membership. Any children 16 & older that intend on fishing state qualifiers must have their own club membership.

5.      Membership in the PBA will run from the time the club dues are paid until December 31st of that year.

6.      Members of the PBA are responsible for their own membership to B.A.S.S. You become a B.A.S.S. member by subscribing to Bassmaster magazine.

7.      As a member of the PBA you may be required to help at charity functions, work with the Idaho Fish & Game on conservation or habitat, or any other number of projects that the club may support. You may also be required to help redistribute fish back in the lake after tournaments and help out before and after tournaments when needed.

8.      In order to qualify for Angler of the Year, other awards, and state qualifiers, you must attend 50% of club meetings and events.

9.      Angler(s) of the Year will be decided by a points system. Points will be awarded for each club tournament fished.

Example: 1st 100 pts.    2nd 99 pts.    3rd 98 pts.

No fish: the last number of points given minus the number of participating members.

In the case of a tie during a tournament, each person will receive the same number of points and the option pot will be split between the contestants for each spot.

Angler(s) of the year can be won by one person or a team, depending on total points. You do not have to fish with the same person each time. A team consists of two people, and you accumulate points individually. Tie-breakers for the Angler(s) of the Year will go to the total number of fish caught in each tournament, then to biggest fish caught in any of the qualifying tournaments. There will be one throw-out tournament per year per member.  The award for winning angler(s) of the year will be having next years club tournament entry fees paid for, and receiving a plaque at the club banquet at the end of the year. There are also awards for big stringer of the year and big fish of the year, and the Jack & Jill awards for the women or girls.

 

Tournament Rules

 

1.      All members and guests must have an aerated livewell(s) in good working condition to maintain healthy fish.

2.      Weigh masters decisions will be final.

3.      All members and guests are required to wear a coast guard approved life preserver when the combustion motor is running.

4.      Drivers of all boats must have a kill switch lanyard attached when the combustion motor is running.

5.      Any PBA member or guest receiving a Fish & Game violation will be disqualified from the tournament.

6.      Anyone that fishes water that is off-limits, by time or by special regulations will be disqualified from that tournament.

7.      There will be a 8 oz. ( .5 ) dead fish penalty for all fish that are weighed in dead as determined by the weigh-master.

8.      There is a 5 fish limit per person for non-team club tournaments. Even if you fish  together you will weigh your fish separately. There is a 5 fish limit per team in all team tournaments. Minimum length for bass is 12 inches, any fish that is brought in under 12 inches will be cause for disqualification as this is a Fish & Game violation. Lakes that have special regulations, such as Hayden Lake will have different size      and catch limits. Which will be announced before the tournament.     

9.      Fish that are brought in late to the scales will not be weighed. Anglers must be in on time at the designated weigh-in location or they will be disqualified.

10.  If an angler has to leave early for some reason they should let someone know so that the club will not be searching for them after not showing up for weigh-in. (common courtesy).

11.  All no wake zone rules must be followed, these include areas on Coeur d'Alene such as Harrison Dock Builders, the old turn bridge on the St. Joe, all of the channels to the Chain Lakes, and on Pend’Oreille all of the bridges and all other posted no wake zones on all bodies of water. We all must follow these rules to prevent bad publicity for our club and all bass fisherman. Anyone passing someone in a no wake zone that is protested against may be disqualified from that tournament.

12.  Entry fees for each tournament: $80.00 per Team, includes non optional options

      You may fish a team tournament solo but you must pay the full entry of $80

      A team consists of two people per boat that weigh in one limit together.
